Restoration of OA level
facilities to Recognised and Support Association: AGM SR
BSNL CO issued orders for restoration of facility of immunity to eligible OBs
of OA level bodies of Recognised Representative Association and Support
Association. Copy<<<>>
In Year 2022, the working of Recognised/Support Associations was totally disturbed by
stopping functioning of associations at OA level and limiting it to only BA
level that to be only in Telecom Circles.
Further, the issue was linked with number of members, eligibility
for granting immunity, viz. six month advance membership and becoming OB of
association eligible for immunity etc.
The earlier the Association functioning at level three was allowed
at OAs/SSAs, Circle Office in Telecom Circles,
Circle Body at BSNL CO, CNTx North Delhi, District Bodies at BAs of
Telecom Districts i.e. Chennai TD and Kolkata TD , District Branches at CGM/GM
Offices of Non-Recruiting units, but the same was stopped on the name of
restructuring review and while granting facilities to Recognised and Support
Associations.
Thus, on the name of restructuring of erstwhile SSA as OA and BA
and administrative changes thereof with
such multiple attempts Recognised Representative Association and Support
Association were made non-functional except at BA in Telecom Circle.
This sudden withdrawal of the OA level functioning of existing and
well established District Bodies of Recognised Association and SNEA was badly
affected as it has existence at every SSA/District all over India.
This issue was repeatedly raised by SNEA and at first stage we have
successfully pursued for removal of stringent conditions of becoming a member
one year advance and election as OB in
six month advance of transfer order.
SNEA was pursuing this issue of restoration of OA level Bodies and
grant of immunity for the last two years, but it was not agreed by then CMD
BSNL.
Rather, while approving the recognition of SNEA as Majority
Association with 52% votes in third MV, in a backdoor attempt and without any
formal changes in REA rules, the functioning of Recognised and Support
Associations was limited only up to BA level.
By taking note of total disturbance of Association functioning,
SNEA has taken up matter for restoration of OA level bodies and vigorously
pursued it with all. Copy<<<>>
Recently we have successfully pursued the restoration of OA level
organisations , but there was confusion on restoration of facilities of OA
level Bodies and mainly the issue of grant of immunity was disputed by some of
BAs/Circles and there was need of corrections. .
Accordingly, the orders for restoration of OA level bodies were issued and uncertainty continued on
granting immunity to eligible OBs, functioning of Circle Office branch,
functioning of Non-Recruiting branches and recently SR cell has issued
clarification , but same on it.
With this order, BA level District bodies will now exist at BA HQ
in Telecom Circles as well as Non-Recruiting Circles and Circle Office,
Corporate Office and all OAs of Telecom Circles and immunity will be available to
the eligible OBs of these District Bodies depending on membership strength.
SNEA is further pursuing the restoration of Circle bodies at BSNL
Corporate office and CNTx North as there is no existence of Telecom Circle in
Delhi area and both the units have separate functioning.
The restoration of Association functioning at OA level was one of
assurances given by SNEA during 3rd MV Campaign and it is now
fulfilled.
This will strengthen the functioning of Recognised and Support
Association at OA level; further association leaders can continue to work
and raise the voice fearlessly as they will continue to be protected from
victimisation from pick and choose transfers.

HR BSNL for giving kind consideration to requests and pursuation by SNEA. We
also convey thanks to Mrs. Anita Johri, PGM
Pers & SR/RSTG BSNL CO for vital role in overall decision on this issue, Mrs. Asha Bawalia, DGM SR BSNL CO and team of officers in SR cell
for the initiatives and resolution of this issue and restoration of functioning
of Recognised and Support Association in BSNL.
With such a positive gesture from the BSNL
management, the Staff Relations between Recognised/Support Associations and
Management are enhanced and we are hopeful for resolution of pending HR issues
one by one. Let us hope for the best.
DoT endorsed DoPT Order for enhancement of maximum limit for Gratuity from Rs 20 lakh to
Rs 25 lakhs on reaching Dearness allowance to 50% for its applicability for
BSNL absorbees opted for Pension for combined service of DoT and BSNL . Copy<<<>>
DoPT issued order in May 2024, but it was not endorsed by DoT and SNEA has pursued this
issue in DoT. Now, DoT has specifically
endorsed this order for BSNL/MTNL, it will be applicable for all serving and
retired DoT absorbed Executives and Non-Executives.
This order is being endorsed by BSNL to its field units. This will
benefit for all DoT absorbees and will be effective from 01/01/2024.
DGM EW BSNL CO issued remainder to all Circle Heads to expedite the
process for the purification of entry data for unrecognised engineering degrees
acquired through distance education for initiating the Promotion process to the
grade of EE Elect under SCF and LICE Quota in accordance with MSSR 2023. Copy<<<>>

Congratulations!!!!! : Jt. GM DPC BSNL CO issued Promotion orders of 76 SDEs as AGM
Telecom Regular on provisional basis, subject to final outcome of different
court cases and all are posted in the same Circle. Copy<<<>>
This order gives clear signal that the present BSNL Management is ready
to look into HR issues so as to resolve such critical issues in a time bound
manner and it has given clear signal that other issues also will be settled one
by one.
In the last few years, a negative trend started in BSNL for
reverting the officers while BSNL was known for issuing additional promotions
to avoid any such reversion for any reason. SDE 2007 reversal was one such case
and 147 AGM promotions is one more case where some executives promoted as DGMs
were revered at two stages below to SDE cadre. Both these orders are really black spot on career progression of
executives in BSNL.
We have taken note of it and have successfully pursued this issue of
SDE 2007 promotions by promoting them as AGMs and we are on job to settle the
issues related to AGM 147 case promotions and we are hopeful for certain
positive results so that these black spots are washed to certain extent.
We are very happy to see that with
this AGM Telecom Promotion order, the negative trend started in BSNL has been
changed and all these SDEs have got justice by getting due promotions and
others will also get their due promotions AGM/DGM shortly.
This is a long awaited AGM Promotion order where in these
executives promoted as SDE were issued notice and some of them were reverted and
the dispute continued for the last 17 years and matter was litigated.
The SDEs were promoted in Nov 2022 Promotions but their cases were
kept in sealed cover at par with SDEs in PwBD Category.
In the first phase after clearance of the court case, the SDEs in
PwBD Category whose promotions in Nov 2022 were kept under sealed cover were
promoted as AGM and now this group of SDEs is given justice.
On 28/10/2024, the reversal notices issued to these SDEs were withdrawn
and their promotion as SDE were cleared and within a short time of ten days,
all these SDEs are now promoted as AGMs giving them long awaited justice.
Definitely this is result of prolonged patience
and faith of all these Executives and struggle thereof but finally this matter has been resolved with great HR approach
by present BSNL Management.
Earlier also efforts were made for resolution of issues but it was
always quoted that issue is sub-judice in multiple courts and there is no consistency
in decisions, but with positive directions by CAT Chennai issued recently, the
efforts were made for not making any appeal by BSNL on this case and resolution
of issues by in house discussions and understanding the issues to depth.
The overall process took speed when Dr. Kalyan Sagar Nippaniji, Director HR BSNL Board has spared ample
time to understand the issues and find out the solutions for this long pending
problem.
Then PGM Pers Shri. Adhir
Kumar Singhal, played vital role in clearing roadblocks and given way of
solution but before reaching solution, he successfully completed his services
on superannuation.
Then this issue was taken over by next PGM Pers Shri. Dinesh Mahur and within a short
period of just two months in hand, he has further cleared the issues and gave
it conclusive shape up to withdrawal of notices and restoration of SDE
Promotions on 28/10/2024. But at the crucial
stage of final outcome, Shri. Dinesh Mahur then PGM Pers was promoted as Joint
Secretary, Mines, Government of India and left BSNL and uncertainty was created
on final settlement of this long pending issue.
Finally, the charge of PGM Pers is taken over by Mrs. Anita Johri PGM SR/RSTG and she
has taken up this issue as priority and given final shape to this process going
on for last two years
Though there were changes in PGM Pers post, Shri. O. N. Tiwari, Jt GM Pers DPC continued efforts along with his
team of DPC section and when all were enjoying Diwali and holidays thereof, the
team of Pers DPC section was busy in completion of DPC for these long awaited
promotions.
The final call and decision on this issue was taken by Shri. A. Robert J Ravi, CMD BSNL who has been
always proactive on resolution of HR issues of the executives.
SNEA congratulates all these newly
promoted AGMs with retrospective date effect as per their eligibility and wish
them grand success in the new promotional assignment. We specially appreciate their prolonged patience, faith and
sustained struggle to achieve this important goal.

We are hopeful for resolution of many other HR issues with ongoing
keen and table to table pursuation and by avoiding agitational approach and
getting best possible outcome in the interest of BSNL Executives.
